USPS International is working very bad, what does the buyer should do?

Since Januaru the USPS international service is working very bad, and also very expensive, The only way to buy from outside the US is using First Class mail with tracking number (cost $14) but even this way the orders dont arrive.
What should the buyers do,
Yes, we can always use the Paypal buyer protection service, but do I want the money or the stamps.

    First you don't state which country you are in. The USPS only has control over the mail to the US border and certain other locals that are under the USPS service. Once it leaves the US all packages MUST pass through another countries customs. Most likely any delays are taking place within the customs agency. Once it passes your customs then it goes into your post offices mail stream. Due to the fact that the UPU changed the regulations on how merchandise must be sent many of the customs agencies are most likely getting back logged due to the fact of the uptick in the amount of packages that are having to be cleared through customs. (Not enough help to deal with the uptick in the volume of packages)



    You may want to check with your customs to see if they are behind due to the new regulations.

    It looks like the order you are referring to was placed about 3 weeks ago. In general, we have seen packages to Peru from the US take an average of 30 days to arrive; in some cases it can be 2 weeks, and in some cases it can be 6 weeks. Generally the extra time depends on how long the package remains in customs.

    In this specific case, the best course of action would be to wait accordingly.
