    Usually sell for about 1/3 catalogue or so, if not hinged and gum undisturbed.

  • These are known as "souvenir sheets". Most countries issue them for special events (or just to issue them in a different format from the stamps from the regular issues. If they are listed in the catalogs, then they would have been or are valid for postage.

    Some souvenir sheets may look like they are also valid for postage, but could be issued by philatelic or other specialty groups in conjunction with an event, not necessarily stamp-related. Those types, however, are not valid for postage, but are "show souvenirs". Sometimes a postal service will do likewise for a philatelic show (China, New Zealand and Australia come to mind), but those special issue souvenir sheets are not valid for postage either.
