How do I combine shipping for mulitple orders for one customer?

Had a customer message me and I am stumped. Pick your items, 7 in this order, and then what? Proceed to checkout, but he doesn't want to pay separate shipping for each stamp when I combine shipping-please help. thanks in advance.
