What are my options when an order I sent out did not arrive at the buyers address.

Not much. Transaction is incomplete and if they ask PayPal for a refund, they will get it unless you have proof of delivery (not just of mailing). This is why sellers insure anything of value, else you are simply taking risks and are bound to lose one here or there. An unfortunate cost of business.
