I would appreciate help from anyone who has dealt with this before. However, I don't understand how this stamp can be listed as "used" when it has absolutely no damage to the perforations. Thank you. Bob
Bob: Looks like a CTO (cancelled to order) stamp and although it has not gone through the mail system then I would still consider it as "Used" Read all about them at https://en.wikipedia.org/wiki/Cancelled-to-order There are also other areas of this forum that have discussed CTO in the past but I was not able to locate them Mike
