IS THIS A USED OR UNUSED STANP - NO GLUE HINGED - BUT HAS PERF PAPER "DOTS) STILL STUCK TO IT.

I have a number of these stamps without glue and perfectly clean on the reverse side expect for the hings. It appears the paper dots from the perf are still on the stamp. I could appreciate any help. Are they considered used of unused? Thanks, Bob

these are precancels. look at the bottom of the stamp, the purple date indicates they have been used.

The "dots" are probably from dull perforating pins.

"Used" . If they were without any postmark or cancels on the front but with no gum and no hinge on the back then they could be classed as "Unused Mint No GUM - MNG"

The perforation tool used was worn or not enough pressure applied leaving some perforations still in place. I have some older New Zealand stamps like this.
