Unidentified Stamps from Mexico

I have five stamps from Mexico surcharged ADICIONAL vertcally. They are dated 1941 and 1943. They do not appear in my Scott catalog nor are the inscribed "Correos." They may not intended for postage. Does anyone have a clue as to what they are?

They are revenue stamps, with the overprint denoting an additional 10% surcharge. I'm guessing the stamps are missing the talons (the small tab attached to the main stamp). That is where the 10% part of the overprint appeared.

In Spanish, these are referred as "Talones" (singular "talón.")
Unfortunately, there isn't a modern reference like the Barefoot catalogues for Mexican revenues. You may search for auction catalogues (Colección Schatzkes, for example) for an approximate value.
