What does "barely clears" mean?

Trying to understand what this means in the description. I've seen it several times in listings.

  • It means the perforations almost touch the frame line of the design, such as on the top edge here.

    The reason you see so many listings that say this is because this dealer obviously uses one boilerplate template for all his listings, and does not change the description as appropriate.
  • Usually means that the Design on the stamp is complete and you can see (barely) the border on an Imperforate stamp or that the perforation rows do not touch but are very close to the design on a perforated stamp.

  • As in the stamp image barely clears the perforations. The edge of the image is not cut by the perfs, but clears them narrowly, by the smallest of margins, by a whisker, by the skin of your teeth, scarcely. Like I'm barely clearing the end of the month with any money at all.
