All I can find its a Portugal Colony stamp duty stamp. It probably isn't listed in Scott's. If it is it would probably start with an AR number in the back of the book issues.

This is a revenue stamp used in the Portuguese colonies. When overprinted "Taxa De Guerro", it is a war Tax Stamp (MR).
