Is there a way to cap shipping at a certain level?

Is there a way for me to cap my shipping costs at a certain amount? For example, I charge $1.00 for the first item, $0.25 for items 2-5, and $0.00 for items 6+ (which would give a maximum cost of $2.00). This is my domestic cost structure. I do something similar for worldwide, but start at $2.00 instead of $1.00. Right now, I don't see how to "shut it off" once I get beyond the 5th item.

Just a thought--one price for USA and of courseone for foreign..that way you can cap it yourself...IDK
