Not really, maybe 5-10 cents. Its a 1914 issue catalog

THIS STAMP IS TORN BADLY ON THE UPPER LEFT CORNER SO IT PROBABLY DESERVES THE TRASH CAN. MR MONGE HOW CAN YOU TELL WHAT THE WATERMARK IS BY LOOKING AT THE PICTURE ONLINE???? WASHINGTON FRANKLINS ARE NOTORIOUSLY HARD TO IDENTIFY TO START WITH.

It's not torn at the upper left corner; it's just folded over.
It appears to be perf 10, or 11, or 11x10, or 10x11. Scott values range from $0.40 to $9.00 (#538).
Get hold of a US Scott Specialized catalogue and a perforation gauge. Use the Stamp Identifier at the front of the catalogue, and figure it out.
