Thinking maybe "favor" cancels but odd that someone would walk into a PO and say, "hey! Would you sock these Afghani stamps for me and they would". I guess it's possible.
Speaking of DC, the District of Columbia is a federal territory. Washington is a federal city within the federal territory. Is there any part of DC that is NOT the city of Washington?
Greg, Probably off a Cover From the US Embassy sent by Diplomatic Pouch and then Cancelled in DC as per custom and placed in the mails. I've seen these before.
Post by WTCrowe on the other board who makes a good point: "An additional idea is that a prankster placed the stamp on an envelope to see if it would pass through the US mails and receive a cancel. I am guilty of doing that as a young teenager, but I am not responsible for this one. I think you need to see the original cover to decide the correct usage."
Thank you gents, Consular use was first feeling. I actually have two of these from the same lot. Neither are on cover so I would think that a prank use would be less likely.
I agree Greg (and with what John Becker posted about it being consular pouch mail). I just threw the other opinion out there since it was posted on the other MB (food for thought).
