Russian Stamps?
This is the only place I can think to send this question but I'm hoping someone will have the answer. What is the difference between Russian stamps Scott 112-3 and 139-40? My catalog puts an " * Arms, Value " in the description of 112-3 but an " Surcharge " in the description of 139-40. That seems to be the only difference I can see. I have no idea what the difference between these these terms means.

I think it has to do with the printing on the back 112-113 has Arms printed on back with Inscription, while 139-140 only has inscription at back. I am away from my collection so I cannot confirm this seeing the stamps.
And shame on the seller for not providing images of the backs, especially of these or any item where the back image would be significant.

Still no picture of the back, but it built a clearer image in my brain of what the back looks like. Just fascinating.
