Item Description
Stamp Evaluation – Scott #1091 (Used, Never Hinged – Single Stamp)3¢ Blue Green – International Naval Review, 1957
(Jamestown Festival Commemorative – Engraved, Perf 11×10½, Unwatermarked)
Design Overview:
Issued June 10, 1957, this 3¢ commemorative celebrates the International Naval Review at Hampton Roads, Virginia, part of the 350th Jamestown Festival. Designed by Victor S. McCloskey Jr. and engraved by the Bureau of Engraving and Printing, it depicts a U.S. aircraft carrier with planes overhead and an inset showing the ships Susan Constant, Godspeed, and Discovery. The design links America’s early maritime exploration to its modern naval strength. The submitted example is postally used, never hinged, and without original gum.
Grading Breakdown:
Centering Grade: 78 (Fine/Very Fine)
The stamp shows balanced alignment with all perforations clear of the design. The right margin is narrowest, the bottom widest, and the top slightly narrower than the left. These proportions meet PSE’s Fine/Very Fine standard, where one or two margins are narrow but comfortably clear of the design.
Soundness Evaluation:
Paper remains sound and flexible with no tears, thins, or creases. Color and impression are sharp.
Faults Present: Minor Fault – Several perf disc indents visible along the edges from mechanical punching. These are slight but noticeable under magnification and reduce the soundness grade per PSE’s 2009 guidelines.
Combined with Fine/Very Fine centering, this places the stamp in the Very Good (50–59) range.
Soundness Deduction: –20 (Minor Fault)
Perforations and Margins:
Perforated 11×10½ as issued, with full and original perforations. Light mechanical indentations along the right edge are visible but do not affect structure. Margins are even and consistent with rotary press production. No trimming or reperforation is present.
Cancellation Evaluation:
The black machine cancel with wavy lines runs horizontally across the design. It is evenly struck, dark but not heavy, leaving all inscriptions clear. Under PSE definitions, this is a Neat/Clean cancel, producing no deduction to eye appeal.
Collector’s Note:
This 1957 issue remains popular for its dual representation of naval history—linking the Jamestown fleet with Cold War-era sea power. While the minor perf indents reduce its technical grade, the stamp retains strong color, intact perforations, and a balanced cancel, making it an appealing used example of the era.
Eye Appeal Adjustment:
Color is rich and even with deep blue-green tones. Paper is clean and free from toning or stains. The wavy-line cancel is well-placed, maintaining overall design balance.
Eye Appeal Adjustment: ±0 points
Final Numerical Grade Calculation:
Centering Grade: 78 (Fine/Very Fine)
Soundness Deduction: –20 (Minor Fault)
Adjusted Base Grade: 58 (Very Good)

Minor perforation indents slightly lower the technical score, but overall appearance remains strong. Under the 2009 PSE Grading Guide, it earns a final grade of 58 (Very Good)—a sound, collectible used representative of the 1957 naval-themed issue.
