I do remember those.... also recall thinking "how will that be classified by Scotts?". and they did, CVP 31 The idea really didn't "stick" for the USPS.
The Scott number is CVP31(type 1) Scott only lists prices for 29 and 32 cent but does point out that people used much lower value denominations in order to get the plate number strips. Seriously, I remember them but had a hard time conferring postage status to them as I did make up postage "stamps"
