Help with Cat #

First, I do not have a Mi catalog. That being said, I was told that the attached scan is Mibl 174. Is that true and if it is, what is the Cat price? I have never seen this one before and cannot find.

It is missing also year of issue 1984. Looks like proof or something very unusual
