I think it might be in the Scott US Specialized City or Local Post section. Something like that.

In my humble opinion it is 20L4 tied with a handstamp, found (as Greg pointed out) in the Local Stamps section of the Scott USA specialized. The value in 2019 was $250.00 There are about a dozen examples for sale on HipStamp
