USPS Christmas Surcharge?

I Just had some stamps sent to me that were on hold. The Post Office Charged an Extra 95 cents on a Priority Mail.
They called it Christmas Surcharge? Has anyone else have this charge. It will be a week or two before I can get out to the P.O.
USPS must Be saying we don't want your Priority Mail. Use FedEx.

This was announced by USPS about one month back, the increase done under the guise of the anticipated increase in Holiday volume, which makes no sense (the higher the volume, the more $'s they take in, one would think, let alone its only friggin' October!). They're supposedly temporary (Translation: we'll remove the increases just in time for the scheduled January price increases to take effect). No current increase in 1st Class Mail, IIRC.

I suspect the extra charges are due to the increase of man power required to handle holiday traffic.
