    Douglas that is a "deluxe proof sheet," a presentation piece that France and most French colonies printed with most issues from about 1950 to 1990s. Quantities can vary from 200 to 2000 or so. Some sheets can get really pricey, but many colonial sheets are found in the $15-$30 range. Yvette catalogs will have accurate values. Search hipstamp under "France imperf" to find more examples.
