It looks very much like the Offset printing from 1918. The P and O of postage are joined (no line of color separating them) Most likely it is Scott # 530 Type IV Scott Catalog Value about 35c in undamaged condition.

The "blue" paper stamp is Scott R151. It looks blue but Scott calls it green paper.
