Egypt???

This appears to be some type of stamp from Eqypt but I cannot locate it in the Scott Catalog. Any help would be appreciated.

Whatever it is, I think its upside down.

It is upside down. The Arabic value on this is 50 (the O is a 5 in Arabic the . is the symbol for 0.
The rest says "General Authority for Health Insurance"
So it's an insurance stamp. I can't read the Arabic to the left of the value of 50.
As to it's origin, not sure about that. Maybe Mali?
