"RR" Rarity rating, Hugh Freeman explains the rating system as follows in his excellent 2017 book, 'The Numeral Cancellations of New South Wales'.:

The ratings "reflect the numbers originally recorded in the five major collections surveyed in the 2000-2010 period, plus the new arrivals on the philatelic scene since publication of the 2012 edition.
