The second scan is the dust jacket sleeve. 2020 saw a limited edition yearbook. Only 13000 copies were printed and each book is numbered (see Scan). When the USPS needed strips or blocks of stamps for yearbooks, they saved time by simply cutting through the die cuts to produce what they needed. Often this occurred even with single stamps. I considered such stamps as ruined and replaced them with intact stamps. In 2020 almost all of the commemorative stamps that came with the yearbook were in the ruined category. I assume that the Mail Use and High Value stamps in the available additional packets suffered the same fate. That commemorative stamp debacle caused me to give up buying future yearbooks. Luckily I didn't give up a year earlier! There are 56 commemorative, 80 mail use and 3 high value stamps. Shipping will be by Priority Mail.
