Odd POSTAL HISTORY usage: 2c Trans-Mississippi; (Scott #286), SE, tied to British ON HER MAJESTY'S SERVICE cover by Philly Feb 8 1899 pmk, printed addr Probate Registry, London England, the imprint was intended to allow the cover to be returned free but was invalid in the US, still the sender paid only 2c which was 3c shy of the correct rate, when the cover arrived in London it was marked due, BUT THEN CROSSED OFF, perhaps the clerk chose to allow the permit to pay local postage, an illegal practice, you can see in the second scan it was supposed to be charged 15 centimes, bkstp, bit soiled, especially on reverse, Fine-VF. Highly unusual cover!I will combine shipping. Just ask.
