China FUJIAN Additional Charge Label Local Revenue F/VF.#03-0350. Palmer : 5:2.In China, local provincial governments collect and supply the postal services but the charges are set by the national government. Increasing inflation meant that the amount charged for postal services was less than the cost of providing those services. Local governments therefore requested an increase in postal rates but this was refused by the national government. The local governments were allowed, however, to levy an additional charge on certain outgoing mail items to defray their costs and in January 1987 the first local postal surcharge label was used in Guangdong.Until now, there have been 3 periods during which additional charges for postal services were collected. The first period covers the years 1988-1990. The revenues from the additional charges were meant to cover the postal service's deficits. The second period covers the years 1991-1993. The revenues from the additional charges during the second period were meant for the expansion of the telephone network. A third period started in 1994. The use of the labels was never popular with the Chinese government and eventually it was banned completely in 1999. A total of around 1500 different labels were issued in 25 different provinces.
