Cover, Scott 424 pair, 1916, US Dept. of Health and Charities, Bureau of Health, Bacteriological Laboratory, on the reverse "GOOD VENTILATION WILL DECREASE TUBERCULOSIS - VENTILATE", with "Returned by P.O. at Philadelphia" with Pointing Hand including "Cannot again be Mailed Lawfully", very roughly opened at left. It appears this envelope was clearly in need of ventilation! Interesting cover!
