The history of the stamp, Scott #O3, is as follows:

Scott #O3 was issued in 1897, primarily for use on mail sent by the Department of Foreign Affairs.  The subject of the stamp is Lorrin Thurston, the former Ambassador of the Republic of Hawai`i to Washington DC.  These stamps were lightly used, mostly on mail sent from Honolulu to various Hawaiian diplomatic posts around the world. 

After annexation in August 1898, most of the Officials were sold to a speculator, and were cancelled to order (CTO).

Scott lists two values for cancelled Hawaiian official stamps.  The "normal" value is for the CTO examples with a circular, dateless mark which reads "Department of Foreign Affairs / Honolulu, H.I."   This example has a dateless cancel, but it is one called a "squared circle" cancel used on printed matter--the rate for which this denomination was issued.

The value for postally used examples, such as this, is at least double the CTO cancelled example.  For #O3, the postally used value is $125.00.   (Please see the note after #O6 on page 1133 of the 2022 US Specialized Catalogue.) The higher CV for this denomination is due to a lower print run of just 10,000 stamps total, and light use of this denomination. A 6-cent stamp only paid for specific, heavier domestic first class and international printed matter rates that saw little use.
