Item Description
Israel Scott #4,1948 Doar Ivri 15p issue, single used as postage due on printed matter cover mailed with 3p to Haifa May 28th, but cover not accepted as printed matter (as back seal licked closed not following regulations) but rather at the regular letter rate of 10p. Taxed double the deficiency 7p would be 14p but difficult to make that value with Doar Ivri stamps, hence taxed postage due of 15p. Postage Dues not issued till June 1st in Haifa.
