The small black marks on the area just below the "U" of Uganda appear to be a extremely light and small smudge on the face of the stamp. I doubt that this is any type of cancellation as the gum is intact although very lightly hinged in one place, Additionally, I did notice that there is, what appears to be, a slight trace of gum on the face of the stamp.
