Mint never hinged 3 souvenir sheets, Best of 1998, issued 1998,NOTE: these are not listed in Scott, New Zealand Post produced and distributed 3 souvenir sheets as rewards for purchases made from the post office that year. The sheets are unique as they were not available through normal philatelic channels.
The stamps on the sheets are # 1481, 1483, 1489, 1491, 1521, 1525, 1531, 1537 & 1562.
