After the end of the First World War, local militias were formed, particularly in monarchist-conservative Bavaria. After citizen militias had already successfully contributed to stabilizing the situation in response to the Spartacist Uprising in Berlin in January 1919, the Reich Defense Ministry instructed all general commands on March 22, 1919 to organize local citizen militias into centrally controlled residents' militias at the state level according to a uniform model. The newly created residents' militias were then to be placed directly under the Reich Defense Command via a Reich headquarters. Their area of ​​responsibility was defined as a local law enforcement agency in cooperation with the local police. In an emergency, however, the residents' militias were to serve as a silent army reserve. As a result of the Allied disarmament orders, the residents' militias at the Reich level were released from their military subordination and placed under the individual state ministries. The Allies continued to view the residents' militias as a military replacement formation that was to be disbanded in accordance with the provisions of the Versailles Treaty. After the failed Kapp Putsch, the Prussian Minister of the Interior ordered the dissolution of the residents' militias.
