Condition:  Fresh and attractive postage due usage on 1890 large cover...J16 used as bisect to pay 1 cents postage due on cover franked with Scott #219 & 222...some issues as typical as shown in the scan...front and back scans shown...a very attractive attractive and unusual cover!!!...please study the cover with the term 'provisional PD (postage due)' in pencil...
