St. Lucia Scott #214v SG #197v Blocks of 4 with Red and Black Overprint Mint Never Hinged.These two items are part of the #214-#225 set but were not sold the the public at the post office.They were later (May 10th) acknowledged by the government and declared valid.  The black overprint is scarier than the red overprint.
