Scott #489, issued in 1917, is part of the Washington-Franklin rotary press printings. It features a left-facing portrait of George Washington framed within a laurel wreath. The inscription “U.S. POSTAGE” appears at the top, and “3 CENTS” is displayed in tablets at the bottom. This example is used, has no original gum, and has never been hinged.
