Item Description
Stamp Evaluation – Scott #583 (Used, Hinged – Single Stamp)2¢ Carmine – George Washington, 1924
(Series of 1922–1925 – Flat Plate Printing, Perf 11, Single-Line Watermark)
Design Overview:
Scott #583 is a 2¢ carmine definitive stamp from the 1922–1925 Regular Issue series. It features a left-facing bust of George Washington within an ornate oval frame, flanked by classical scroll elements and inscribed “UNITED STATES POSTAGE” above and “2 CENTS 2” below. It was printed using the flat plate method on single-line watermarked paper and perforated 11 on all four sides. The design was part of the Bureau of Engraving and Printing's effort to standardize definitive issues following the Washington-Franklin series.
The submitted example is used, has been hinged, and lacks original gum. It bears a heavy black cancel and multiple minor condition issues.
Grading Breakdown:
Centering Grade: 76 (Fine/Very Fine)
The design is well clear of the perforation holes on all sides. The bottom margin is the most generous, followed by the left. The top is narrower than the left, and the right is the narrowest. This configuration fits within the standards for Fine/Very Fine centering as defined by the PSE grading scale.
Soundness Evaluation:
The stamp exhibits two perf tip creases and a hinge remnant (very minor faults), as well as three shorter perforations and pencil writing on the back (extremely minor faults). This combination qualifies as a Minor Fault per PSE standards, where two or more very minor faults—or a mix of very minor and extremely minor faults—warrant a 20-point deduction from the base grade.
Soundness Classification: Minor Fault
Soundness Deduction: –20 points
Perforations and Margins:
The stamp is perforated 11 on all four sides as expected. The perforations are intact, though several are shortened and two are lightly creased. There is no evidence of trimming or reperforation.
Cancellation Classification:
The black four-bar cancel crosses horizontally through the portrait and both denomination tablets. It obscures significant elements of the design, especially Washington’s face, and qualifies as a Heavy Cancel under PSE eye appeal criteria. This warrants a –5 point deduction for eye appeal.
Eye Appeal Adjustment: –5 points
Final Numerical Grade Calculation:
Centering Grade: 76 (Fine/Very Fine)
Soundness Deduction: –20
Adjusted Base Grade: 56
Eye Appeal Adjustment: –5
Final Grade: 51 (Very Good)
Final Summary:
Scott Number: 583
Condition: Used, Hinged, No Gum
Centering: 76 (Fine/Very Fine)
Soundness: Minor Fault (perf tip creases, hinge remnant, short perfs, pencil writing)
Perforations: Perf 11, intact with some minor creasing and shortening
Cancellation: Heavy four-bar cancel obscuring portrait and denomination
Final Grade: 51 (Very Good)
Final Verdict:
This used, hinged example of Scott #583 presents Fine/Very Fine centering with generally intact perforations. However, the combination of minor condition issues and a heavy cancel crossing key design elements results in a final grade of 51 (Very Good) in accordance with the 2009 PSE Grading Guide.
