Item Description
Stamp Evaluation – Scott #590 (Used, Never Hinged, No Gum – Single Stamp)Design Overview
Scott #590 is the 9¢ Thomas Jefferson stamp from the 1923 Fourth Bureau Issue. The stamp was printed by flat plate and features an engraved profile portrait of Thomas Jefferson in rose red, enclosed in an oval frame. "UNITED STATES POSTAGE" appears at the top, while "9 CENTS" is displayed at the bottom. The denomination is repeated in numeral form in each bottom corner.
This example is used, has no gum, and has never been hinged. It bears a black San Francisco, Calif. precancel.
Grading Breakdown
Centering Grade: Fine (70)
✔ The stamp has even spacing with the design clear of the perforations on all sides, though the top margin is slightly narrower than the others.
✔ All frame lines remain intact and not touched by the perforations.
? Assigned Centering Grade: 70 (Fine - F)
Soundness Evaluation
❌ a Major Fault Is Present:
Several faulty, clipped, or pulled perforations are clearly visible at the top and left edges. ✔ No additional thins, tears, or creases are observed. ✔ No gum is typical for used stamps and not a fault.
? Soundness Category: Major Fault ? Soundness Deduction: –45
Perforations & Margins
❌ Perforations are irregular and incomplete on multiple sides:
Top left and upper row show clipped and uneven perfs.
Side perforations also include some shorter teeth. ✔ Design remains mostly intact despite perf issues.

? Eye Appeal Adjustment: 0
(The strong cancel and decent color are offset by the noticeable perf faults.)

? Final Verdict
This used Scott #590 earns a final grade of 25 (Fair/Good) due to major perforation damage, despite having fine centering and a clear, well-positioned precancel. It remains suitable for collectors focused on precancels but is a lower-grade example because of the perf condition.
