Item Description
Stamp Evaluation – Scott #671 (Used, Never Hinged, No Original Gum – Single Stamp)2¢ Carmine – George Washington, 1929
(Kansas-Nebraska Overprint Issue – Flat Plate Printing, Perf 11)
Design Overview:
Scott #671 is part of the 1929 Kansas-Nebraska overprint series, created as a security measure to deter theft from post offices in these two states. The design is the familiar 2¢ carmine definitive of George Washington in profile, framed with ornate scrollwork. The word “Nebraska” (abbreviated “Neb.” or “Nebr.”) was overprinted in black across the lower portion of the stamp. This submitted example is postally used, has never been hinged, and has no original gum.
Grading Breakdown:
Centering Grade: 54 (Very Good – VG)
The design touches or nearly touches the perforations along the bottom edge, and the margins are unbalanced. The bottom is the narrowest, the top is the widest, and the left margin is narrower than the right. This conforms to Very Good centering per the PSE scale.
Soundness Evaluation:
Fault: Pulled perf (below the bottom of the holes)
Minor Fault: Heavy cancellation bleed-through
Extremely Minor Fault: Two shorter perforations, about half normal length
According to the 2009 PSE Soundness Table, the pulled perf places this example into the “Fault” classification.
Soundness Deduction: –30 points
Perforations and Margins:
Perforated 11 on all sides, as expected for the issue. The pulled perf at bottom is the most significant defect, with two additional short perforations noted. Margins are uneven, with the bottom margin especially narrow.
Cancellation Evaluation:
The stamp bears a heavy black horizontal machine cancel covering much of Washington’s portrait and inscription. The strike is heavy and obscures central design features, with bleed-through visible on the reverse. This qualifies as a very heavy cancel under PSE guidelines.
Collector’s Note:
Light, face-free cancels are strongly preferred on Kansas-Nebraska overprints. The heavy machine strike here significantly reduces overall eye appeal.
Eye Appeal Adjustment: –5
The combination of heavy cancellation and pulled perforation reduces the overall visual quality, despite the overprint remaining legible.
Final Numerical Grade Calculation:
Centering Grade: 54 (Very Good)
Soundness Deduction: –30 (Fault classification)
Adjusted Base Grade: 24
Eye Appeal Adjustment: –5 (Very heavy cancel and bleed-through)
Final Grade: 19 (Fair – FR)
Final Summary:
Scott Number: 671
Condition: Used, Never Hinged, No Original Gum
Centering: 54 (Very Good)
Soundness: Fault (pulled perf, heavy cancel bleed-through, two short perfs)
Perforations: Perf 11, intact but with pulled and short tips
Cancellation: Very heavy machine cancel with bleed-through
Eye Appeal: –5 deduction for cancellation severity and perf condition
Final Grade: 19 (Fair – FR)
Final Verdict:
This used Scott #671, while identifiable and retaining its overprint, suffers from Very Good centering, a pulled perforation, and a very heavy cancel. These defects combine to yield a final grade of 19 (Fair) under the 2009 PSE Grading Guide.
