Item Description
Stamp Evaluation – Scott #713 (Unused, Never Hinged – Single Stamp)8¢ Olive Green – George Washington, 1932
(Washington Bicentennial Series – Engraved Printing, Perf 11)
Design Overview:
Scott #713 is an 8¢ olive green engraved stamp issued in 1932 as part of the Washington Bicentennial series. It features a left-facing bust of George Washington in an oval frame, flanked by ornamental columns. The bicentennial years “1732” and “1932” appear at the base of the oval surrounding Washington’s name, which is centered above the denomination “8 CENTS” at the bottom of the design. The inscription “UNITED STATES POSTAGE” appears in an arch at the top. This issue was printed using the intaglio process by the Bureau of Engraving and Printing and is perforated 11 on all sides.
The example submitted is unused, never hinged, and retains full original gum. It presents well overall, though the imperfections listed below reduce its final numerical grade.
Grading Breakdown:
Centering Grade: 79 (Fine/Very Fine)
The perforation holes are clear of the design, but one or two margins are narrow. The top margin is the narrowest, the right margin is the widest, and the bottom margin is narrower than the left. These proportions meet the Fine/Very Fine standard under the 2009 PSE Grading Guide.
Soundness Evaluation:
The stamp exhibits a light crease and a minor natural gum bend. These faults together constitute a Minor Fault classification and reduce the grade significantly.
Soundness Classification: Minor Fault
Soundness Deduction: –20 points
Perforations and Margins:
The stamp is perforated 11 on all four sides, with full perforations that are cleanly punched. There is no evidence of trimming, clipping, or reperforation. Margins are slightly uneven, consistent with the Fine/Very Fine centering grade.
Eye Appeal Adjustment:
The olive green color remains strong and the engraved impression is sharp. The crease and gum bend do not significantly impact the face presentation, so no additional eye appeal adjustment is warranted.
Eye Appeal Adjustment: 0 points
Final Numerical Grade Calculation:
Centering Grade: 79 (Fine/Very Fine)
Soundness Deduction: –20 (Minor Fault)
Adjusted Base Grade: 59 (Very Good)
Eye Appeal Adjustment: 0
Final Grade: 59 (Very Good – VG)
Final Summary:
Scott Number: 713
Condition: Unused, Never Hinged, Original Gum
Centering: 79 (Fine/Very Fine)
Soundness: Minor Fault (light crease and minor natural gum bend)
Perforations: Perf 11, intact and consistent
Eye Appeal: No deduction or bonus applied
Final Grade: 59 (Very Good – VG)
Final Verdict:
This unused, never hinged example of Scott #713 shows Fine/Very Fine centering and fresh overall appearance. The light crease and minor gum bend reduce the final numerical grade to 59 (Very Good) in accordance with the 2009 PSE Grading Guide.
