Item Description
Stamp Evaluation – Scott #713 (Unused, Hinged – Single Stamp)8¢ Olive Bister – George Washington, 1932
(Washington Bicentennial Issue – Engraved, Perf 11, Flat Plate Printing)
Design Overview:
Scott #713 is the 8¢ olive bister issue from the 1932 Washington Bicentennial commemorative series. The design features a left-facing bust of George Washington set within an arched oval frame. “UNITED STATES POSTAGE” appears along the top, and “WASHINGTON” is centered below, flanked by the commemorative years “1732” and “1932.” The denomination “8” is displayed in round medallions at each lower corner with “CENTS” between. This issue was printed by the Bureau of Engraving and Printing using the flat plate method and is perforated 11.
The submitted stamp is unused, has original gum, and was previously hinged. While visually strong from the front, it has a few notable faults.
Grading Breakdown:
Centering Grade: 71 (Fine)
The stamp design is close to the perforation holes, especially along the bottom, but still maintains visible white space to the unaided eye. The top margin is the widest, followed by the left. The perforations do not impinge on the design, meeting the minimum PSE threshold for Fine centering. Based on visual proportions and spacing, this stamp receives a centering grade of 71.
Soundness Evaluation:
The stamp exhibits several perf tip creases, which qualify as a Minor Fault. Additionally, there is a natural gum bend on the reverse, classified as an Extremely Minor Fault. Per the 2009 PSE Grading Guide, this combination meets the criteria for a Minor Fault.
Soundness Classification: Minor Fault
Soundness Deduction: –30 points
Perforations and Margins:
The stamp is perforated 11 as expected. Perforation tips are generally intact, though several show signs of creasing. There is no evidence of trimming or reperforation. The bottom margin is the narrowest, while the top margin is the widest, consistent with the Fine centering classification.
Eye Appeal Adjustment:
The stamp presents well from the front with strong olive bister color and clean printing detail. None of the faults detract from the face presentation. Therefore, no additional eye appeal adjustment is warranted.
Eye Appeal Adjustment: 0 points
Final Numerical Grade Calculation:
Centering Grade: 71 (Fine)
Soundness Deduction: –30 (Minor Fault)
Adjusted Base Grade: 41
Eye Appeal Adjustment: 0
Final Grade: 41 (Good/Very Good – G/VG)
Final Summary:
Scott Number: 713
Condition: Unused, Hinged, Original Gum
Centering: 71 (Fine)
Soundness: Minor Fault (perf tip creases, gum bend)
Perforations: Perf 11, full with creasing on multiple tips
Eye Appeal: No adjustment applied
Final Grade: 41 (Good/Very Good – G/VG)
Final Verdict:
This example of Scott #713 has Fine centering and maintains a clean visual presence from the front. However, the multiple perf tip creases and gum bend lower its structural quality, resulting in a final grade of 41 (Good/Very Good) according to the 2009 PSE Grading Guide.
