Item Description
Stamp Evaluation – Scott #714 (Unused, Hinged – Single Stamp)9¢ Rose – George Washington, 1932
(Washington Bicentennial Issue – Engraved, Perf 11, Flat Plate Printing)
Design Overview:
Scott #714 is the 9¢ rose-colored stamp issued as part of the 1932 Washington Bicentennial commemorative series. The design features a front-facing bust of George Washington set in an oval, framed by laurels and arched inscriptions. “UNITED STATES POSTAGE” appears at the top, with “WASHINGTON” flanked by the dates “1732” and “1932” below. The denomination “9” is located in the lower corners, with “CENTS” centered along the base. This issue was produced by the Bureau of Engraving and Printing, printed via flat plate, and perforated 11.
The example submitted is unused, previously hinged, and has full original gum. It presents well at first glance but has several underlying faults affecting soundness.
Grading Breakdown:
Centering Grade: 77 (Fine/Very Fine)
The design is clear of all perforation holes with visible margins on all four sides. The left margin is the narrowest, followed by the top, while the bottom margin is the widest. All margins satisfy the PSE minimum for Fine/Very Fine centering. The stamp is balanced horizontally but slightly high vertically. Based on these attributes, it earns a centering grade of 77.
Soundness Evaluation:
This stamp displays multiple issues affecting soundness. It has a large thin or multiple small thins, which constitutes a Major Fault. Additionally, several perf tip creases are visible, qualifying as a Minor Fault, and a natural gum bend is present, which is considered an Extremely Minor Fault. Taken together, these meet the PSE definition of a Major Fault.
Soundness Classification: Major Fault
Soundness Deduction: –45 points
Perforations and Margins:
The stamp is perforated 11 on all sides. While generally intact, some perforations exhibit creasing, especially near the tips. There is no trimming or evidence of reperforation. Perforation alignment is consistent with the Fine/Very Fine centering assessment.
Eye Appeal Adjustment:
Despite the faults on the reverse, the stamp maintains good face appeal. The rose color is vibrant, and the printing is crisp. The faults do not detract from the front presentation, so no eye appeal deduction or bonus is warranted.
Eye Appeal Adjustment: 0 points
Final Numerical Grade Calculation:
Centering Grade: 77 (Fine/Very Fine)
Soundness Deduction: –45 (Major Fault)
Adjusted Base Grade: 32
Eye Appeal Adjustment: 0
Final Grade: 32 (Good – G)
Final Summary:
Scott Number: 714
Condition: Unused, Hinged, Original Gum
Centering: 77 (Fine/Very Fine)
Soundness: Major Fault (thin, perf tip creases, gum bend)
Perforations: Perf 11, full but some creasing at tips
Eye Appeal: No adjustment applied
Final Grade: 32 (Good – G)
Final Verdict:
While this example of Scott #714 exhibits well-balanced centering and strong visual presentation, a significant thin and additional minor faults reduce its structural quality. According to the 2009 PSE Grading Guide, it receives a final numerical grade of 32 (Good).
