United states #273 10 cent webster 1895, probably regum

The stamp is in excellent condition, unused, no sigh of cancel. Bright color, and very clean, basically looks new. Gum is complete, but it is very white and transparent, and close examination suggest possible droplets of gum on some of the perfs along one short edge, although there are loose fibers on the perfs without droplets on the other edges. I have to conclude this is probably a very careful and well done regum to make gum uniform over back. The watermark apperas to be a portion of a letter in one corner of the stamp.
