This major error is a "seasoned" item, there was never a large quantity of this particular error found. THE SCOTT ERROR CATALOG REPORTS ONLY 35+ PAIRS REPORTED. #2280f very typically has the kind of outer edge perfs as seen here, the perf chads are all punched, but not pulled out and are clearly visible from the gum side at left edge. From the gum side in the center, there is zero evidence of any blind perforations.
